rustdesk 1f8463d720 config: add OPTION_ENABLE_KCP_CC to config::keys ...

Options belong in this crate (AGENTS.md), and being here also lets a
branded installer pre-set it via KEYS_SETTINGS, which a bare const in
src/common.rs could not.
