Add REMOTE_USB connection type and usb control permission

Adds ConnType::REMOTE_USB for the RemoteUsb feature (rustdesk/rustdesk#16278),
following the same pattern as TERMINAL, and ControlPermissions.Permission.usb
so USB forwarding can be controlled centrally like the other permissions.
