config: allow-sync-clipboard-between-sessions is a local setting

The key is read through `LocalConfig::get_option` and set from the
desktop settings page, but the constant lived in rustdesk's
`src/clipboard.rs` and the key was in no settings list, so a custom
client could not preset it through `default-settings` or
`override-settings`. Define it here with the other option keys and list
it under `KEYS_LOCAL_SETTINGS`.
