Brian Neumann-Fopiano c3bc0f5d18 Split the router fork floor ...

- Replace GenerationHistoryRuntimeRouterTest with promotion, routing and lifecycle classes
- Add GenerationHistoryRuntimeRouterSupport on top of GenerationHistorySupport for the shared fakes and helpers
- Drop the router-local copies of createPack, createHistory, stage, contract, signature and writeRegion
