- Keep planner state, caches, cross-tile entry points and terrain sampling in HydrologyPlanner and move tile planning into ten collaborators for cross-tile resolution, outlets, sources, route geometry, route paths, surface courses, tributaries, underground courses, hydraulic segments and feature sites - Promote the shared planning records to top level so the collaborators address routes, grids, drafts and course paths directly - Pin a full four-tile plan digest for two seeds in HydrologyPlanHashTest - Requalify the reflective and package-private planner call sites in the hydrology tests onto the new owners
