Split datapack ingest service

- Keep ingest orchestration and the public entry points in DatapackIngestService and move startup validation, staging reapply, removal, install planning, ownership, manifests, transactions and recovery into dedicated package classes
- Promote the shared ingest data types to top level so every collaborator addresses them directly
- Report the managed metadata IO failures on the reapply path instead of logging them at debug
- Requalify DatapackIngestServiceTest call sites onto the new owners without changing any test
